Turns out the problem is with Touch ID for me. Disabled touch ID and manually enter my password everytime I download an app now, and it works so far. I restarted my phone and on a guess turned off cellular data and tried App download with WiFi only.

Worked like a charm. Loaded two new Apps to my iPhone in a matter of minutes. I suspect the iOS 11 security was blocking cellular data for some reason. In any event, WiFi alone does the trick.
